Independent advocacy providers Libra Partnership and community advocacy providers HF Mencap have united to provide a single access point for all commissioned advocacy services for adults in Hammersmith and Fulham.

Together, this combined expertise ensures that residents of the borough receive tailored support so that no one’s voice is left unheard in decisions and processes that affect their lives.

Who we are

HFAN provides specialised Independent Advocacy support for adults in Hammersmith and Fulham via its expert providers, and promotes access to a wider network of local formal and informal advocacy providers and specialist organisations.

HF Mencap are the Community Advocacy providers of HFAN, supporting residents (18+) with learning disabilities, autism, mental health issues, or physical disabilities. HF Mencap provide a voice to help people through various challenges

Libra Partnership are the Statutory Advocacy and lead providers of HFAN, having supported vulnerable adults in LBHF through processes and decisions since 2021. Libra Partnership supports people in over 50 local authorities and ICBs across England and Wales.

Our advocacy services

HFAN provide the following types of independent statutory and non-statutory advocacy support.

This support is free and independent.

An Independent Advocate is always on your side and will work with you, not for you. Some eligibility criteria applies for each advocacy type.

Independent Mental Health Advocacy (IMHA)

Support for people detained under the Mental Health Act on a Section 2, Section 3, Section 37/41, a CTO, a Guardianship order or for people facing certain treatments.

Independent Mental Capacity Advocacy (IMCA)

Support for people facing decisions about a change of long-term accommodation or serious medical treatment. Eligibility is based on decision-making capacity and whether the person has anyone else appropriate to support them.

Community Advocacy 

For people who need support with issues such as housing and tenancy, health access and communication, social care and planning, benefits, entitlements, finances or Court of Protection related issues. Eligibility criteria applies.

Independent Care Act Advocacy (ICAA)

Support for people undergoing care and support functions such as a care review or specific safeguarding processes. Eligibility is based on substantial difficulty in being involved and whether the person has anyone else who can facilitate their involvement.

Support for people who are deprived of their liberty in hospitals or care settings (DoLS)

Independent Health Complaints Advocacy (IHCA)

Support with complaints about NHS care or treatment. Advocates can help people navigate this complex process.
